Overview
The Civil Monetary Penalties (CMP) Reinvestment Fund is a federal fund collection of imposed penalties against certified nursing facilities deemed non-compliant. These funds are used for projects that directly benefit individuals residing in a nursing facility. The goal of the CMP Reinvestment Funds are to help protect and improve the quality of life and care for individuals in a nursing facility. Utilizing CMP Reinvestment Funds provides the unique opportunity to improve the lives of many citizens of the Commonwealth.

Civil Money Penalty Reinvestment Program (CMPRP) State Fiscal Year 2025 (SFY25) Application Cycle for Funding
The DMAS CMPRP Team is excited to announce a Request for Applications for CMP-Reinvestment Projects under the restructured policies by CMS (QSO23-23NHs). View and download an overview of these changes and the application process.
Applications are being accepted through 5 p.m. EST, March 5, 2024, via eVA, the Commonwealth’s electronic procurement system. Please review and complete all information thoroughly.

Continued Funding Available for Public Health Initiatives
The supporting documents to QSO23-23NHs confirm the extension of the three Global Public Health Emergency Initiatives to facilitate safe visitation beyond the end of the PHE to allow all Medicare and Medicaid participating nursing facilities access to products:
- Communicative Technology: CMP funds are allowed to purchase tablets and accessories such as screen protectors, headphones, etc. Note: Items listed on the application cannot be placed on the standard CMP application for a home that has received funding through this special application.
- Visitation I: CMP funds are allowed to purchase funding for tents and plexiglass (or similar product).
- Visitation II: CMP funds are allowed to purchase portable fans and portable room air cleaners with high-efficiency particulate air (HEPA, H-13 or -14) filters to increase or improve air quality. However, replacement filters cannot be purchased with these funds, as they are a prohibited expense.
There is a maximum project funding for each initiative per nursing home of $3,000 (one-time funding). Please submit the completed Communicative Technology and Visitation I and II application templates to the DMAS CMPRP Team. Please include the NPI number for each facility. Requests cannot be processed without the facility NPI number.
