1115 Demonstration Waiver Public Comment Forum

The Department of Medical Assistance Services (DMAS) will be providing the public with an update on the status of the Building and Transforming Coverage, Services, and Supports for a Healthier Virginia Demonstration Waiver as part of the upcoming Board of Medical Assistance Services meeting on September 22, 2026. This meeting will also allow the public an opportunity to provide meaningful comment on the progress of the demonstration. Meeting details are below:

1115 Demonstration Waiver Renewal

The Department of Medical Assistance Services (DMAS) has submitted an 1115 waiver renewal application for the “Building and Transforming Coverage, Services, and Supports for a Healthier Virginia” 1115 Demonstration to the Centers for Medicare and Medicaid Services in July 2024.  The current waiver is set to expire on December 31, 2026.  For more information on this renewal application, please visit Virginia Regulatory Town Hall General Notices.

Overview

In 2017, DMAS launched an enhanced substance use disorder treatment benefit - Addiction and Recovery Treatment Services (ARTS). The ARTS benefit provides treatment for members with substance use disorders across the state. The ARTS benefit expands access to a comprehensive continuum of addiction treatment services for all enrolled members in Medicaid, FAMIS and FAMIS MOMS including expanded community-based addiction and recovery treatment services and coverage of inpatient detoxification and residential substance use disorder treatment.

Enhanced Behavioral Health and Addiction Services for Youth and Adults

Enhanced Behavioral Health services seek to keep Virginians well and thriving in their communities, reduce the need to focus on crisis by investing in prevention and early intervention for mental health and substance use disorder (SUD) comorbidities, and support a comprehensive alignment of services across the systems that serve Medicaid members.
