Overview
DMAS provides procurement and contract management solutions through collaboration with customers and stakeholders, assuring the highest ethical standards for the benefit of Medicaid members and the citizens of the Commonwealth. The Procurement & Contract Management (PCM) Division reports to the Deputy Director for Finance/Chief Financial Officer (CFO). The PCM division directs and manages the agency’s procurement and contracting activities for large/complex and small procurements, modifications and renewals of large/complex procurements, and inter-agency agreements between the agency and other state entities.
PCM assures all contracting activities are completed in accordance with the Commonwealth’s governing authorities that includes the Virginia Public Procurement Act (VPPA), the Agency Purchasing and Surplus Property Manual (APSPM), the VITA Buy-IT manual, as well as federal law and regulations. PCM works to incorporate in its contracts state and federal governing authority’s requirements. This division plays a critical role within the finance team at DMAS and works collaboratively with key internal and external stakeholders in the award and development of agency contracts.
The PCM division also directs some of the agency general services that include mail services, fleet management, and staff augmentation oversight and management. Work for the division is completed through three (3) subunits: Procurement Management (PM), Contract Management (CM), and Compliance & General Management (CGM).
Procurement Information
In order to do business with the Commonwealth of Virginia, all firms must register with the DGS Division of Purchases and Supplies. To participate in procurement opportunities with DMAS, vendors must register at www.eVA.virginia.gov.
