Sarah Hatton has served as the Deputy for Administration and Coverage since 2021. Sarah’s portfolio includes the Divisions of Eligibility and Enrollment Services, Policy, Eligibility Policy and Outreach, and Appeals, which includes the agency’s Civil Rights Unit. Within the Division of Eligibility and Enrollment Services, Sarah is responsible for oversight of Cover Virginia, the state’s Medicaid call center, centralized application processing, and incarcerated individual processing hub.
In this role, she utilizes her multi-divisional leadership background to support access to critical Medicaid health care coverage by serving, educating, and helping shape innovative policies and programs for Virginians. Sarah’s most recent work includes leading the unwinding of the COVID-19 Public Health Emergency continuous coverage requirements for Virginia’s Medicaid program.
Prior to her role as Deputy for Administration and Coverage, Sarah served in several roles at DMAS since 2011 to include Senior Advisor in the Director’s Office, Policy Analyst in the Policy Division, and Enrollment Supervisor in the Division of Program Operations. Before coming to DMAS, Sarah worked at a local Department of Social Services as a Virginia Initiative for Education and Work (VIEW) Social Worker and as an Eligibility Worker, where she developed her passion for the Medicaid program.
