John Kissel

John Kissel serves as the Deputy for Technology and Innovation at DMAS, with a history of over 30 years of experience as a technology leader.  John spent 6 years in communications with the US Marine Corps before transitioning to state service where he has spent the last 23 years providing guidance and leadership.  John’s agency experience includes 19 years with the Virginia Information Technologies Agency (VITA), including Director of Customer Strategy and Investment Governance.

John has also served as a technology leader in the Virginia Governor's office.  At DMAS, he is responsible for the Chief Information Officer (CIO), the Project Management Office (PMO), and supports Virginia’s new Medicaid Enterprise System (MES).

John attended American Public University and Regent University where he majored in Business and Information Management.
