Cheryl J. Roberts was appointed by Governor Glenn Youngkin as the Director of the Virginia Department of Medical Assistance Services (DMAS) in October 2022. DMAS provides eligible Virginia citizens with healthcare coverage and access to high quality healthcare services. DMAS serves 2.1 million members through 700 employees and a $23 billion annual budget. Cheryl leads and supports the Department’s Executive Leadership Team strategic activities as well as the Department’s staffing, policy, operations, programs, contracts, provider, stakeholder, and finance activities. Cheryl and the DMAS Executive Leadership team have had numerous accomplishments in the ongoing quest to being a best-in-class Agency in the Commonwealth.
Cheryl is a committed public servant that has extensive experience in population health, managed care delivery systems and operations in both the public and commercial healthcare sectors. These extensive experiences have benefited the Department, programs, and members as well as in her work with legislators, stakeholders and across state agencies.
Prior to becoming the Agency head, Cheryl was the Deputy for Programs and Operations at DMAS and during various administrations she oversaw most of the Agency’s program, services and operations division . She was a key leader in the development an expansion of the managed care delivery system and oral health care throughout the Commonwealth and presents at numerous conferences and national meetings.
Prior to her time in the Department, Cheryl was the executive lead for a Virginia Medicaid managed care plan as well as Assistant Vice President at Emblem Health in New York City. Cheryl is a graduate of the City College of New York and Rutgers University School of Law.
Cheryl currently serves as the Governance Committee Chair for the National Association of Medicaid Directors. She also is the chair of the child and family health committee for the National Association of State Health Policy. She is married and mother to two young adults..
