The Director of the Department of Medical Assistance Services (DMAS) has established the Medicaid Member Advisory Committee (MAC) in order to provide a formal method for enrollees’ voices to be included in the DMAS decision-making process and to inform DMAS change management strategies. The committee is made up entirely of Medicaid-enrolled individuals or an authorized representative of an enrollee.

Pharmacy Drug Utilization Review Board

The DUR Board is an expert panel comprised of physicians, pharmacists and nurse practitioners appointed by the DMAS Director. The DUR Board defines the parameters of appropriate medication use within federal and state guidelines; meets periodically to review, revise and approve new criteria for the use of prescription drugs; and develops drug utilization review criteria to address potential threats to the health and safety of patients, such as high doses, drug-to-drug interactions, drug- diagnosis interactions, adverse drug reactions, and therapeutic duplication.

DMAS Pharmacy and Therapeutics

The committee shall receive and review clinical and pricing data related to the drug classes. The committee's medical and pharmacy experts shall make recommendations to DMAS regarding various aspects of the pharmacy program. For the PDL program, the committee shall select those drugs to be deemed preferred that are safe and clinically effective, as supported by available clinical data, and meet pricing standards.

External Financial Review Council (EFRC)  

The main purpose of each meeting shall be to review and discuss the most recent Medicaid expenditures to determine the program's financial status. If necessary, the department shall provide options to bring expenditures in line with available resources. At each quarterly meeting, the department shall provide an update on any changes to the managed care programs, or contracts with managed care organizations, that includes detailed information and analysis on any such changes that may have an impact on the capitation rates or overall fiscal impact of the programs, including changes that may result in savings. In addition, the department shall report on utilization and other trends in the managed care programs.

Medicaid Physician and Managed Care Liaison Committee (MPMCLC)

In accordance with Item 304.AA. of the 2023 Appropriations Act, the DMAS Medicaid Physician and Managed Care Liaison Committee (MPMCLC) meets to discuss quality and cost-effective initiatives, increasing provider participation in Medicaid, removing administrative obstacles to quality care, and optimal use of the Commonwealth's Emergency Department Care Coordination (EDCC) platform.
