Overview
A Civil Money Penalty (CMP) is a financial penalty that may be imposed by CMS against nursing facilities (NFs) found to be out of compliance with one or more Medicare and Medicaid participation requirements for long-term care facilities. A portion of CMPs collected from nursing facilities are returned to the states in which the CMPs are imposed. State CMP funds may be reinvested to support activities that benefit nursing facility residents and that protect or improve their quality of care or quality of life.

- The 2027 Request for Applications (RFA) for the Civil Money Penalty Reinvestment Program (CMPRP) is now open! Applications for projects benefiting nursing facility residents will be accepted through 5p.m. EST, February 27,2026!

Applications must be submitted through eVA on the standardized CMS CMPRP Application Form. Applicants are encouraged to refer to the CMPRP Application Handbook when completing the Application Form. These documents, as well as the Budget Excel, can be found on the eVA opportunity.
