Overview

In 2020 the Federal government declared a Public Health Emergency (PHE) due to the COVID-19 pandemic. Since then, state agencies have continued health care coverage for all medical assistance programs, called the continuous coverage requirement. Then in December of 2022, the Consolidated Appropriations Act was signed into effect. This omnibus bill decoupled the continuous coverage requirement from the PHE effective March 31, 2023.

As of April 1, 2023, states returned to normal enrollment processes, including redeterminations and processing reductions/closures of coverage. While Virginia is initiating its first month of redeterminations in March of 2023, reductions/closures of coverage will not begin until April 30, 2023 unless the member has died, become incarcerated, or moved out of state permanently.
