HEALTH INSURANCE PREMIUM PAYMENT (HIPP) PROGRAM
A Medicaid program administered by the Department of Medical Assistance Services (DMAS) that may reimburse some or all of an enrollee’s share of employer sponsored group health insurance premiums when it is cost effective for DMAS to do so.
HIPP regulation changes effective 7/23/2009. Primary changes are:
1. HIPP participation is now optional for Medicaid
2. HIPP participants no longer are required to live in the same household as the policyholder

HIPP emergency regulation changes effective 10/5/2009. Chapter 781, Item 306 AAA of the 2009 Appropriation Act directed the Department of Medical Assistance Services (DMAS) to amend the State Plan for Medical Assistance to clarify that existing family healthcare coverage is a factor in the determination of cost effectiveness under the Health Insurance Premium Payment program (HIPP). Cases which result in a determination that participation is not cost effective shall be denied premium assistance.
